Resultat
Below are examples of results achieved during 2023, at different levels, that Sida assesses to be of relevance to get an overview of the contribution, both overall and in relation to some of the situation countries: - By the end of 2023, over 3 100 victims had received reparations or were enrolled in reparations programmes in the cases of Katanga, Lubanga, Ntaganda (DRC), and Al Mahdi (Mali). - Over 24 000 individuals have had direct benefit from the assistance programmes in 2023 an increase of almost 50 % from 2022. Of the total number of beneficiaries, approximately 17 000, 69 % are women. - In October 2023, the TFV completed in full the implementation of the reparations programme in Katanga as well as completed the payment of the individual reparation award in the Al Mahdi case (to 1 600 victims). - In spite of several challenges, including the negative impact of the deteriorating security situation on the well-being of victims, it was reported that interventions carried out as part of the implementation of the Katanga reparations psychological support modality had a very positive impact overall: in general, 78% of victims experienced an improvement of their mental health, thereby representing a considerable reduction in post-traumatic stress disorder symptoms. - Central African Republic (CAR): In 2023, around 15,000 individuals (25% male and 75% female) including children born out of rape have received direct services through the TFV programme in CAR. Through individual and collective psychotherapy services, around 8 000 survivors of sexual and gender-based crimes (approximately 15% male) with serious post-traumatic disorders, have shown improvement in their mental health and psychosocial well-being. around 500 children born out of rape, and indirect victims of sexual violence, were able to regain access to formal education. The programme contributed to the shelter of over 175 households aiming to contribute to psychosocial stability and a dignified life; close to 2 250 individuals were economically empowered through provision of vocational training and funds for running a small business and a total of 63 groups of village and saving loans associations were set up; around 1 500 individuals are self-employed and able to run a small business. - In 2023, a total of around 2 000 victims directly benefitted from the TFV programme in the DRC through the provision of psychological care, medical treatment, and income-generating activities. In addition, the projects reached over 51,000 students of peace education initiatives. - In 2023, the programme in Georgia has benefitted over 500 victims, through provision of medical treatment, individual and group counselling from the implementing partners, and received small grants for income-generating activities. In addition, the TFV and one of the partner organisations organised an online workshop between Georgian and Ukrainian psychologists and specialists to exchange experience and learning in the provision of psychosocial and medical assistance to the war victims. - The programme in Kenya started on 1 April 2023 and focuses on victims of sexual and gender-based violence (SGBV) crimes committed in the 2007/2008 post electoral violence (PEV) period. - In 2023, over 6 500 individuals were directly benefitted from either one or several services ranging from medical treatment, corrective surgeries, psychotropic drugs, physiotherapy, counselling services individually, or in groups, and socio-economic initiatives, in Uganda.
The TFV Strategic Plan 2023-2025, is centered around the following main strategic goal: TFV programmes lead to victims, their families and communities overcoming harm suffered as result of Rome Statute crimes This main strategic goal reflects the two-fold TFV mandate as well as a victim-centred and harm-based approach, which is enabled by community participation and validation, as well as by gender sensitive programming. The TFV strategic plan then outlines four additional goals which together cover programme development and communication, outreach to victims, knowledge management, partnership development, capacity building and advocacy, resource development, financial and fund management, governance, internal organisation, and human resource development. They also address the importance of strategies related to coordinated action with the ICC and the relationship between the TFV and the ICC: - TFV programmes are perceived as part of the ICC justice system - The TFVs expertise in designing and implementing transformative reparations is well-known at the international and national levels - The TFV has adequate funds to operate its mandated activities. - The TFVs agile organisation allows for low cost and sustainable TFV programmes
