MFC (Mali-Folkecenter Nyetaa) has applied to Sida for funding of 75 million SEK to carry out the "Innov-Rec" Project (Innovation Project through Digitalization, Promotion of Green Jobs) in Mali during the period 2021-2024. The so-called Innov.Rec program is designed to support the development and scale of locally relevant climate technologies in Mali. It aims to foster processes by which new ideas are developed to meet societal, environmental and economic needs in the time of climate change. Harnessing opportunities offered by the traditional sectors of agriculture, forestry, animal husbandry and fisheries, health and sanitation, energy and transport, manufacturing, and services market, to name a few, local entrepreneurs are expected to creating new goods and services that embody climate technology. The program will bring incubation, capacity building and financing options to local entrepreneurs who develop innovations to meet the challenges of climate change. Through 5 Local Resources Poles (LRPs), deconcentrated structures of MFC, that will be set-up in-country and the capital city’s Technopole (based in Bamako) holistic support will be provided as well as the development, deployment, and transfer of locally relevant climate technologies. The program will also help local entrepreneurs to connect with sources of finance, providing them with the means to innovate. To do this, the program will rely on a multi-actor process involving both public actors, local entrepreneurs and civil society organizations. The Innov-Rec program seeks to contribute to environmental and economic resilience with links to peace and social cohesion. The program will be implemented according to the 3 axes as follows: Axis 1: employability and vocational training in the face of the challenges of climate change (green jobs, renewable energies and the productive use of these energies in jobs with high potential). Axis 2: Digitalization, inclusive finance and innovation for local economic growth, Local Resource Poles for the benefit of entrepreneurs, NGOs, associations, GIE and microfinance cooperatives). Axis 3: Consultation and inclusive dialog framework for climate resilience, and for peace, security and social cohesion at local and regional level. The intervention’s total budget financed solely by Sida is 76,5 M SEK, out of which 75 MSEK will be borne by MFC and the remaining 1,5 MSEK will be managed by the Embassy for final evaluation purpose.

Resultat
5 Local Resource Poles (LRP) created are functional They have been created to facilitate and support the identification, development, and implementation of green job initiatives in Kayes, Kolokani, Bougouni, Sikasso and Mopti. Each LRP has a suitable office (secure, easy to access with sufficient space). Each LRP has alo been staffed with qualified and competent staff as well as been equipped with necessary and adequate equipment for operations. In addition, the staff of the 5 LRPs has been upgraded on project document and administrative documents. Environmental and social impact notices available Environmental and social impact studies in the areas of the 5 LRPs have been carried-out. The study led to the development of an Environmental and Social Management Plan (ESMP) for each LRP and the notices are available for the five LRPs. Local Orientation Committees (LOC) are established and functional LOCs are the structures responsible for preselecting initiatives to be financed at the local level. After several meetings between the Technopole (TP) and the LRPs, the composition of the LOC was determined as follows: - 3 representatives of Public and Parapublic sector ; - 1 representative of Municipality / Regional or local level ; - 1 representative of Civil Society / Consular Chambers; - 1 representative of Women's Umbrella Organization; - 1 representative of Bank; - 1 representative of Microfinance Institution; - 1 resource person (Respected personality, mentor) . A draft of internal rules and principles regarding the functionality of the LOCs was also developed. 2 banks and 1 microfinance institution showed their interest to support green initiatives In the frame of developing partnerships with banks and Microfinance Institutions, an expression of interest was published through newspapers and internet. Letters requesting interest of banks and microfinance institutions on climate issues and social responsibility were sent. After the interest of 2 banks and 1 microfinance institution, a commission was set-up to analyse the offers and select a bank and a micro finance institution. Supporting and funding green initiatives 1,429 initiatives were received by the LRPs and the Technopole in Bamako. 161 initiatives were classified as good. These initiators (161) were supported in developing their business plans. The other initiatives were considered to be further analyzed. Analysis of these remaining initiatives revealed technical shortcomings in the field of agroforestry. Training in agroforestry was offered to the leaders of these initiatives to enable them to improve their proposals. At the end of the analysis and technical support work done by the LRPs, 32 initiatives were considered eligible. They were presented to the LOCs for selection and funding decision. They are: 05 from LRP Bougouni, 05 from LRP Mopti, 08 from LRP Kayes, 05 from LRP Kolokani and 08 from LRP Sikasso. The different initiatives approved for funding were as follows: 20 initiatives were from men, 6 were women and 6 are in groups.
The contribution aims at strengthening the climate resilience and social cohesion of communities. It includes Two Specific Objectives- SO- (outcomes) mentioned below: SO1: The resilience capacities of local partners and their communities are further strengthened through the creation of decent work and environmental protection against the effects of climate change. SO 2: The inclusive dialog framework is strengthened around resilience, climate justice and social cohesion at local, regional and national level.
