The overall objective of the program is to contribute to facilitating the access of SMEs/MSMEs in agricultural, forestry and renewable energy value chains to blended financing (grants, formal loans) through technical assistance and the guarantee facility, in order to support food security, income growth and employment of young people and women. The program will be carried out in two phases: a preparatory phase and a phase of implementation of the guarantee mechanism. The preparatory phase will cover the first year of the program. The second phase, which runs from year 02 to year 04, will focus on the implementation of the guarantee mechanism, capacity building of actors, and the establishment of conditions for the sustainability of the guarantee system. 2021 is the preparatory year for the implementation of the program. During this year, most of the activities will focus on preparing for the implementation of the guarantee fund mechanism. Thus, the achievement of the above-mentioned outcomes will be achieved through the deployment of a series of strategic activities to define the conditions for optimal use of the guarantee fund in Burkina with guarantee agreements between the stakeholders. Also, the refined strategy document with a communication/information plan and a capacity building plan for stakeholders (FSP and MSME/SME) on the guarantee mechanism will also be produced and implemented during the implementation of the guarantee fund. The main objectives for the year 2021 are: Defining the conditions for optimal use of the guarantee fund in Burkina, Developing a capacity building plan for the actors (FSPs and MSMEs/SMEs) on the guarantee mechanism; Refining the program strategy document; Developing a monitoring-evaluation manual with performance and change indicators.
