UNICEF:s program är holistiskt och multisektoriellt, där fokus ligger på att förbättra tillgången till grundläggande samhällstjänster och förbättra mottagarnas förmåga att adressera basala behov. Huvudsakliga mottagare för stödet är barn och ungdomar ur både internflykting- samt värdbefolkningen, även om samhällena där de bor även i stort kommer att kunna dra nytta av resultaten av aktiviteterna. Stödet kommer till stor del fokusera på kontantbaserade utbetalningar genom landets nationella socialförsäkringssystem för att ge mottagarna möjlighet att utöka sitt matintag och förbättra sin nutritionsstatus, samt bistå med stöd till utökad tillgång till basal hälsovård, vatten- och sanitet samt nutritionslära. Även utbildning kommer att prioriteras genom tillhandahållande av temporära utbildningslokaler för att säkra barn- och ungdomars tillgång till utbildning, samt upprättandet av barn- och ungdomscenter för bl a fortbildning, psykosocialt stöd och olika pedagogiska aktiviteter för att stödja deras välmående, framtidsutsikter och roll i samhället, samt minska risken för att de rekryteras av väpnade grupper aktiva i området.

Resultat
The project is delayed in implementation, which is reflecting on results achievement progress. However, activities correlating to each outcome area are being carried out, and there are a number of results to report from the projects first year and a half of implementation. Outcome 1: Children survive and thrive in the first 1000 days through access to an integrated lifesaving package of quality series. The goal under outcome one is to provide 300 000 children with access to primary health care in UNICEF-supported facilities. Examples of reached results include: 33 737 vulnerable IDP children, pregnant and breastfeeding women have accessed health consultations in UNICEF-supported facilities; 32 741 children under the age of 5 have been screened for malnutrition and 495 severely malnourished children have been admitted for treatment. In the last reporting period (Dec 2021 - April 2023), 45 Integrated Mobile Brigades visits took place, covering five communities in the target districts. These mobile brigades engage local structures including community health workers, activistas and members of the health communities. UNICEF also works to strengthen coordination at the district level. Furthermore, equipment, including essential medicines, neonatal resuscitation kits, incubators and nutritional supplies that will support 22 health clinics and 74 community health care workers in Cabo Delgado have been procured, and these items will help support the overall goal of enabling the chances for children under the age of five to survive and thrive. Under outcome 1, the component connected to the Child Grant programme is included. This component allows for social security payments through the state social protection system. The target is to have between 2 000 and 2 760 children aged 0-2 years old enrolled in the programme by the end of the project period. At present, this component has not yet started its planned payments, but trainings for community social workers and INAS (National Institute of Social Action) technicians, and registration of beneficiaries has taken place. Outcome 2: Children learn and are protected from exploitation, abuse and violence The goal under outcome two is to provide access for 10 000 children to educational services, and for 18 000 children to protection services including case management and MHPSS (Mental Health and Psychosocial support). Examples of reached results include: 2 004 parents and caregivers have been reached with community based dialogue on child marriage, early pregnancy and neglect, 11 temporary learning centres have been rehabilitated, 442 children in need of case management services have been identified, and five Multi Purpose Community based centres which serve as a safe space for community-based healing and resilience building have been established. Under outcome two UNICEF places their collaboration with the Dallarie institute and Ministry of Defence (MoD) on the prevention of recruitment and use of children in armed conflict. For this, a technical working group has been established which facilitate the capacity building programme of Mozambican armed forces and military training institutions. As per the UNICEF report, the high level advocacy and engagement with national authorities together with the trainings provided to the military have been very succesful and have led to the establishment of child protection units within the military. Outcome 3: Vulnerable adolescents access adequate support services The goal under outcome three is to provide 10 000 adolescents with access to formal and informal learning opportunities in safe spaces. Examples of reached results are: 1 040 out of school adolescents and youth aged 12 to 18 have benefitted from literacy, numeracy and skills training, 7 347 children, adolescents and youth , including children with disabilities, have benefitted from MHPSS services in safe spaces, and 1 040 adolescents and youth have benefitted from entrepreneurial and bookkeeping skills training. Connected to outcome 3, UNICEF is conducting a market analysis on job opportunities for adolescents and youth to inform future learning opportunities in various districts of Cabo Delgado. Relevant for all goal areas, UNICEF has also conducted a safety audit with different groups of adolescents, girls, boys, women and men. Through the work with this audit, UNICEF noted major concerns on key gender based violence risks such as child marriage, early pregnancy, physical and emotional violence and dropping our of school. To respond to these risks, UNICEF have organised community dialogues in nine communities through community based child protection committees with parents and community members on how to prevent violence against children. Children in need of specialized MHPSS services have also been referred to professional psychologists located in health facilities, to complement other services provided. It should, however, be noted that some targets will have to be altered, partly due to a smaller amount of funding being available due to unfavourable exchange rates, but also due to budget reallocations and contextual changes.
The general objective of the intervention is the fulfillment of child rights for vulnerable children, either living as IDP:s or in affected host communities, and is based on work within three main pillars; 1) children survive and thrive: the first 1000 days; 2) children learn and are protected from exploitation, abuse and violence; and 3) vulnerable adolescents access adequate support services. The specific goal as set out in the results framework is "to support conflict-affected children from birth through 18 and their caregivers with a comprehensive community-based package of services.
