World Bank PID Trust Fund för Palestina 2023-2025

The PID MDTF work in Gaza has been severely hampered by the war. Selection of results and updates for 2023/24 below. Urban and Land Sector THIRD MUNICIAL DEVELOPMENT PROJECT (MDP-3) The RMSP became effective on August 15, 2023. Municipalities are struggling to provide essential services to citizens during the conflict; the World Bank is working with the Municipal Development and Lending Fund (MDLF) to identify options. A restructuring and additional financing to provide an emergency support to municipalities in the West Bank is in preparation to restore essential services as soon as possible. RESILIENT MUNICIPAL SERVICES PROJECT (RMSP) The RERP has made strong progress and will close satisfactorily: some 147,000 properties have now been registered against the end target of some 162,000. However, property registration has been delayed since the start of the conflict by the suspension of activities of the settlement courts. The closing date is November 30, 2024. Water Sector ASSOCIATED WORKS PHASE I (AWP-1) Substantial progress and improvement on disbursement before October 7. All works in Gaza have stopped and the project is being restructured to reallocate $9 million of uncommitted funds towards the immediate water needs. WASTEWATER MANAGEMENT SUSTAINABILITY (WMS) PROJECT The operation of the NGWWTP wastewater plant has been suspended since October 7th, 2023. The project is being restructured to extend the Project closing date for 18 months to December 30, 2025. According to latest satellite imagery, there are no observable damages to the main infrastructure. EMERGENCY RESPONSE PLAN AND RECOVERY ROADMAP The World Bank, in coordination Development Partners, is supporting the PWA to provide a framework for planning for the emergency response and recovery and reconstruction of the water sector.

The Partnership for Infrastructure Development (PID) Multi Donor Trust Fund's (MDTF) Project Development objective is to improve coverage, quality and sustainability of infrastructure in Palestine in the water, urban development and energy sectors. The design of the program is intended to support the core principles of sustainability, partnership, client-driven ownership, harmonization, and knowledge building. The PID MDTF predominantly provides co-financing to investment operations implemented by the Palestinian Authority (PA).  The PID MDTF supports the PA to achieve its sectoral objectives to improving basic service delivery and performance across the water, energy and urban development sectors. Projects co-financed by the PID MDTF focus both on infrastructure financing and capacity building with the objective to improve service delivery, strengthen key institutions, and advance critical sector reforms. The Trust Fund (TF) provides financing for infrastructure projects and programs, and analytical and advisory activities that the World Bank (WB) is supporting in the water, urban development, and energy sectors. The operations in the TF are according to the WBs support for the PAs strategic long-term plans for development.
