Resultat
Project Effect 1: Results: Of a representative sample of 3,136 women surveyed (22% young mothers) from the 50 municipalities, 17% (target 2023: 20%) indicate that they know and perceive that they exercise their rights in an integral manner; as opposed to the starting point (baseline) 12%. Analysis: The 17% means that: 1) most of the women surveyed know the law (Law 348) and know where to go in case of violence; 2) however, when expressing whether or not they exercise their rights, they say that other factors come before them, such as: economic dependence and the need to support their children, they have no support or where to turn; they have social pressure from their environment to keep the family together; fear of losing custody of their children and perceive violence as a part of life. Project Effect 2: Results: A representative sample of 3,097 people surveyed from 50 municipalities (women 35% and men 65%; between 14 and 59 years old), shows that 16% (target 2023: 25%) present cultural patterns in favor of gender equality and equity; on the line only 6%. Analysis: The 16% (of this group, 58% are men) disagreed that domestic violence is a private problem, they recognize violence as a negative factor, and that women have the right to participate and be respected in their opinions and ideas.The remaining 84% (62% men) who manifest macho cultural patterns, highlight: 1) that they consider it "normal" for a man to pressure or insist a woman to have sex, even if she does not want to; 2) that within marriage there is no rape, it is "natural" for the woman to accept when the man wants to have sex; 3) only the man is the one who decides the number of children in the family, because he assumes that he is the provider; and 4) in order to avoid problems with their partner, women isolate themselves (family, friends and others). Aspects that confirm the initial reading of the Project. As a result of the analysis of effect 1 and effect 2, it can be seen that both men and women still see women dependency as normal in the relationships. Project Effect 3: Results: 50 FAVW networks in 50 municipalities were strengthened and expanded with local actors. To strengthen care routes (according to Law 348) and promote the expansion of service provision with an integral approach; in 47 of the 50 municipalities, care routes of the multiservice platform were developed (articulation of services aimed at strengthening the economic autonomy of women, access to sexual health services and promotion of support and protection spaces), highlighting the cases of Padcaya, General Saavedra and Atocha. In addition, 16 municipalities promoted budget increases (San Pablo de Huacareta with 44% and San Lorenzo with a 47% increase). Analysis: The municipalities are conditioned by budgetary limitations and the operation of national policies (e.g., Income Dignity, Juancito Pinto bond, Unified Health System, among others). The installation of the integral approach proposed by the Project (articulation of the right to a life without violence with other rights) has been a process that demanded: The FAVW networks are made up of: actors in the municipal state care chain (SLIM, police/FELCV, health center, prosecutor's office and court, the latter where they exist); productive units and/or economic development and social human development units, generational gender of the GAM; civil society organizations (women's organizations, neighborhood councils, NGOs and others); sectors (education and health) and the media. Political will on the part of the authorities that takes the form of dialogue between GAM and other civil society actors (social, private and sectoral) to generate integral services. The generation of institutional conditions. The compartmentalized work of the different departments in the municipalities is a deeply rooted practice, and the implementation of the multiservice platform proposes the articulation of these departments. Project Effect 4: Results: Although the Project did not work with the replication of good practices and innovations due to the agreements with Sida on budget adjustment, this line was developed through: The alliance with 6 universities, reactivating the National Network of EduActivists for the prevention of violence against women in universities and municipalities, making it possible to reach groups not covered by the Project (for example, at the Universidad Mayor de San Simón de Cochabamba, an internal policy was approved: "Academy without gender harassment", which will be applied to the university population of the Faculty of Humanities and Educational Sciences (10.639 students), with the prospect of expanding to the entire university (87.704 students). The articulation with the National Network of Local Communicators (RedCOM) of Solidar Suisse (with more than 200 members), allowed to increase awareness and dissemination of best practices in municipalities where the Project is not present. Analysis: The alliances established in 2023 represent a source of innovation and creativity in the field of prevention of violence against women, and due to their potential, it is expected that they can be disseminated at the local level and in other areas such as the health area, which has direct intervention in its field work, specifically with universities.
The objective of the project is to help women to have better personal, social and institutional conditions for the full exercise of their rights, particularly the right to a life free of violence. With this, it seeks the integral empowerment of women and the strengthening of their personal conditions; that society changes its macho cultural patterns and assumes co-responsibility in the matter; that the institutions, mainly local in their articulation with departmental and national institutions, improve the access, quality and warmth of their services in terms of prevention and attention - restitution of rights; all this continuously enriched by innovations and good practices that allow responding to the new challenges generated by macho violence and that are replicated on a national scale.
