Transparency, Evidence and Accountability Program (TEA3)

In spite of difficult conditions in 2023 (described below) TEA3 has delivered a significant number of activities (listed in Annex A to the narrative report) and digital solutions such as for example the digital property tax system or the patient care evaluation system (listed in annex B of the report). TEA has engaged with civil society partners in work on citizen's monitoring of budgets and Shams to engage civil society in the national planning process. Several activities have aimed at ensuring accountability and transparency of the health sector, e.g. support of local hospital boards, development of the Patient Care and Evaluation System, advocacy on medical care liability, and supporting the MoH to implement the EHealth strategy. The program has also supported the government in the national planning process

The proposed TEA program will contribute to the following outcomes: UNSDCF Outcome 3: Palestinian governance institutions, processes, and mechanisms at all levels are more democratic, rights-based, inclusive, and accountable UNDP/PAPP PPF Outcome 1: Improved democratic governance based on the principles of human rights and rule of law, with equitable access to justice and quality public and basic services Indicative Output(s) with gender marker: Output 1: Improved capacities of government institutions for effective and efficient management of public resources in an inclusive and accountable manner Output 2: Improved capacities of public and private service providers for more accountable, inclusive, effective and efficient service provision
