Resultat
The results from the intervention are captured in the "End-Term Evaluation of the Government of Sweden support to the SADC HIV and AIDS Programme, 2010-2016” which was commissioned after the funding period came to an end. Following a meeting with SADC 7th February, the Secretariat requested that the findings of the external evaluation should be considered as the final report. Support from Sweden provided the institutional capacity at the SADC Secretariat to implement the SADC HIV Business Plan. Without the support this would not have taken place. Specifically, it led to the creation of the HIV and AIDS unit, which in turn facilitated the development of regional guidelines, policies and frameworks for Member States. Examples of results include: The SADC HIV and AIDS Technical Advisory Committee (TAC) – which had a major role of reviewing budgets, workplans and progress and to provide technical assistance; The SADC Framework of Action for Sustainable Financing for Health and HIV and AIDS; The Regional Communication and Advocacy Strategy for HIV, TB and Sexually Transmitted Infections (STIs); The Regional Social and Behaviour Change Communication (SBCC) Strategy; The Regional Minimum Standards and Branding for HIV and other Health Services along the Transport Corridors in the SADC Region; Minimum package of services for OVC&Y, Minimum standards on communicable diseases incl. HIV & AIDS and STIs in prisons, STI framework, SADC capacity building strategy and SADC Pharmaceutical M&E Plan; Increased capacity among SADC MS for monitoring through SADC HIV and AIDS Epidemic reports i.e. the 2009 Epidemic Report and the 2010 Epidemic Report; Assessments performed included ”Impact of Free Trade Area on HIV transmission”, ”Impact of HIV on the Tourism sector” and ”HIV mainstreaming in the education sector”; A meeting on ”Sustaining HIV and AIDS responses in the context of shrinking resources in the SADC region”, in collaboration with HEARD among other partners, that resulted in an agreement to increase domestic financing for HIV and AIDS programmes; Development of a generic HIV M&E curriculum for East and Southern Africa that will be available to organizations and programmes that want to provide M&E skills to their staff; The SADC HIV Fund which selected 13 projects for funding, which is a means for the region to finance its own research on their own problems. The fund is financed by mandatory contributions from the SADC MS. Furthermore, the support led to the creation of the Forum for International Cooperating Partners (ICPs), which has continued after the life of the project and provides a platform for cooperation between SADC and developing partners in a variety of areas, including HIV and AIDS.
To support SADC in the implementation of the SADC HIV and AIDS Business Plan 2010-2015, with 5 main objectives: Objective 1: to facilitate all Member States deliver on their universal access to prevention targets by 2015; Objective 2: to facilitate that all Member States deliver on their universal access targets to achieve access to quality treatment for people living with and affected by HIV, AIDS and TB by 2015; Objective 3: to reduce the impact of HIV and AIDS on the socio-economic and psychological development of the SADC Region, Member States, communities and individuals with all orphans, vulnerable children and youth having access to external support by 2015; Objective 4: to mobilise sufficient resources mobilised for a sustainable scaled-up multisectoral response to HIV and AIDS in the SADC Region that channels resources to operational and community levels; and Objective 5: to enhance institutional capacity in the SADC Region and support evidence-based programme design, implementation, monitoring and evaluation at regional and Member States levels to support progress towards regional, continental and global commitments.
