Summary of results achieved during the period 2012 to 2019: A number of projects have been finalised and have been closed by the World Bank PID trust fund. The rating of these closed projects indicate that their results was achieved: Water Sector Capacity Building Project (WSCBP) P117443 (the World Bank Implementation Completion and Results Report/ICR completion rating and Independent Evaluation Group/IEG rating are "Moderately Satisfactory"), Water Sector Capacity Building Project (WSCB) P153889 (the ICR completion rating is "Moderately Satisfactory"), Gaza Sustainable Water Supply Program P150494 (the ICR completion rating is "Satisfactory"), Northern Gaza Emergency Sewage Treatment (NGEST) Project P074595/P149853 (the ICR completion rating and IEG rating are "Moderately Satisfactory"), Water Supply and Sewage Systems Improvement Project (WSSSIP) P101289 is closed while its Additional Financing (AF) for the Gaza Emergency P151032 is still active (the ICR completion rating "Moderately Satisfactory", while the IEG rating was upgraded to "Satisfactory"), Second Municipal Development Project (MDP II) P127163/P152523/P155268 (the ICR completion rating and IEG rating are "Satisfactory"), and Southern West Bank Solid Waste Management Project (SWMP) P154102/P105404 (the ICR completion rating is "Highly Satisfactory"). In addition to the above finalised and closed projects, the following projects are ongoing in the World Bank PID Trust Fund: Hebron Regional Wastewater Management Project - Phase 1 (HRWMP-1): Ongoing/P117449.The objective is to reduce the environmental pollution, establish basic wastewater services for Hebron City and making treated wastewater available for agriculture. The project is critical to establishing basic wastewater services for Hebron City and improving environmental protection along Wadi As-Samen through reducing leakage or uncontrolled sewage and making treated wastewater available for agriculture. Land Sector Technical Assistance: Ongoing/P163872.The objective is to provide Technical Assistance (TA) support to land sector reform. The activities will support the design of a potential intervention related to land registration and the overall implementation of the Road Map for Reforming the Palestinian Land Sector drafted by the Prime Minister’s Office (PMO). Municipal Development Program 3 - Additional Financing (MDP-3 AF): Ongoing/P159258, P168544.The objective is to expand coverage of MDP-3 support to Gaza municipalities and scale up local services provision though labor-intensive operation and maintenance and infrastructure development activities. The current World Bank Implementation Completion and Results Reports (ICR) rating on outcomes is "Satisfactory". Local Governance and Services Improvement Program (LGSIP): Ongoing/P148896.The objective is to strengthen the local government financing system and to improve local service delivery in the targeted villages. LGSIP supports the PA in implementing the Palestinian Village Support program (2016-2020) which consists of delivering infrastructure at village level through a combination of investment support in the 240 village councils (VCs) coupled with implementation arrangements to address VC capacity constraints. The current ICR rating on outcomes is "Satisfactory". Electricity Sector Performance Improvement Project - Additional Financing (ESPIP - AF): Ongoing/P148600, P167914.The objective is to enhance the energy sector’s institutional capacity, improve efficiency of the distribution system in targeted areas, and scale-up solar energy service delivery in Gaza. The Additional Financing (AF) will scale-up the activities under the ESPIP project, which achieved effectiveness in January 2018. Real Estate Registration Project (RERP): Ongoing/P168576.The objective is to enhance tenure security and improve real estate registration services for businesses and citizens. The percentage of surveyed and registered land in the West Bank under previous registration efforts was very low. The PA renewed its commitment to the land sector and endorsed a new reform program proposed by the PMO – the "Road Map for Reforming the Palestinian Land Sector". The PA also proceeded with institutional restructuring. The project was approved by the World Bank board in July 2019. It is assessed that most objectives of the PID trust fund have been met. Examples of more specific results achieved during the period 2018 to 2019: Most of the active projects in the Trust Fund are on track to achieve their Project Development Objectives (PDOs), monitored by key performance and results indicators. The water sector:All the water sector projects co-financed by the PID have closed with satisfactory or moderately satisfactory ratings during the reporting period: the Water Sector Capacity Building Project (WSCBP), Water Supply and Sewage Systems Improvement Project (WSSSIP), North Gaza Emergency Sewage Treatment (NGEST) project, and the Gaza Sustainable Water Supply Program (GSWSP). Achievement of the Project Development Objectives (PDOs) for all the projects were assessed as Moderately Satisfactory or Satisfactory. In addition to the Water Law of 2014, a number of supporting regulations and policies have also been developed and passed. Capacity building was provided to key sector institutions, and investments in infrastructure have contributed to improve service delivery. During the reporting period, a vital component for sanitation services in Gaza was delivered with the completion of the NGEST project which was closed on 30 June 2018. The waste water treatment plant in the Northern Gaza Strip began operation in Spring 2018. As a result 377 575 direct project beneficiaries have received improved sanitation services in north Gaza. The urban sector:The Second Municipal Development Project (MDP-2) reached completion and closed in 2018 with having successfully achieved its Project Development Objective (PDO). MDP-2 played a key role in the reform of the sector at the local level, enabling municipalities to enhance their institutional capacities for increased municipal transparency and improved municipal service delivery. Eighty municipalities graduated up a performance category by project completion, double the original target of 40 municipalities. MDP was also instrumental in enabling the restoration of municipal services across the Gaza Strip benefiting 1.15 million people. The Third Municipal Development Project (MDP-3, P159258) was approved by the World Bank Board in July 2017 and is at present rated as satisfactory. The Municipal Development and Lending Fund (MDLF) has built upp a portfolio of 346 infrastructure sub-projects in West Bank and Gaza. It is being dominated by roads micro sub-projects amounting to 56% of the total number of sub-projects. So far 83 kilometers of roads have been rehabilitated or constructed. In addition a total of 80 municipalities (59 in West Bank and 21 in Gaza) will benefit from capacity development. The Local Governance and Services Improvement Program (LGSIP, P148896) has been working with villages providing strong financial incentives for joint service provision as well as capacity building support for village councils (VCs). To date 338 157 people are benefiting from improved service delivery under the program, surpassing the MTR target of 230 000 people. LGSIP is focusing simultaneously on strengthening core local governance systems, including Local Governance (LG) sector consolidation and LG fiscal reforms. Several training activities were delivered to Village Councils (VCs) and the Ministry of Local Government (MoLG) being part of capacity building. The LGSIP was approved by the World Bank Board in November 2015 and is rated as satisfactory. The current rating of the Gaza Solid Waste Management Project (GSWMP, P121648) has improved to satisfactory as the delays have decreased. The construction works of the Sofa sanitary landfill have been completed and is in the preparatory stages to start full operation. Overall rehabilitation works on the existing dump site have been completed. 203 677 people benefited directly from the GSWMP project improvements. 44 677 temporary jobs were created as part of the construction activities. The G-SWMP was approved by the World Bank Board in March 2014. The energy sector:The Electricity Sector Performance Improvement Project (ESPIP, P148600) was approved by the World Bank Board in July 2017, declared effective in January 2018 and is rated as satisfactory. ESPIP is focusing on improving the efficiency and service quality of the electricity distribution system and on the financial sustainability of the sector. The long-term objective would be to create a credit worthy electricity sector and a conducive environment for private sector investment in power generation. On 27 April 2020 the World Bank Board of Executive Directors approved Phase I of the proposed Advancing Sustainability in Performance, Infrastructure and Reliability of Energy Sector program (ASPIRE, P170928). It aims to improve operational and financial performance of electricity sector institutions and promote diversification of energy sources.
The Partnership for Infrastructure Development (PID) Multi Donor Trust Fund's (MDTF) Project Development objective is to improve coverage, quality and sustainability of infrastructure in Palestine in the water, urban development and energy sectors. The design of the program is intended to support the core principles of sustainability, partnership, client-driven ownership, harmonization, and knowledge building. The PID MDTF predominantly provides co-financing to investment operations implemented by the Palestinian Authority (PA). The PID MDTF supports the PA to achieve its sectoral objectives to improving basic service delivery and performance across the water, energy and urban development sectors. Projects co-financed by the PID MDTF focus both on infrastructure financing and capacity building with the objective to improve service delivery, strengthen key institutions, and advance critical sector reforms. The Trust Fund (TF) provides financing for infrastructure projects and programs, and analytical and advisory activities that the World Bank (WB) is supporting in the water, urban development, and energy sectors. The operations in the TF are according to the WB’s support for the PA’s strategic long-term plans for development, the Palestinian National Policy Agenda 2017-2022.
