AGIR (Acções para uma Governação Inclusiva e Responsável) var ett program finansierat av Sverige och Nederländerna i syfte att stödja lokala moçambikiska civilsamhällesorganisationer. Oxfam Novib var en av fyra förmedlande partnerorganisationer, IPOs (tillsammans med Diakonia, Oxfam Ibis och We Effect), och ansvarade för underprogrammet Active Citizenship, AC, som stött lokala moçambikiska partnerorganisationer som arbetar inom följande strategiska tematiska områden: a) Stärka civilsamhällesorganisationer att följa upp tillgänglighet till och kvalitet av sociala offentliga tjänster och till ansvarsutkrävande. b) Jämställdhet, frihet från könsrelaterat våld, sexuell och reproduktiv hälsa och rättigheter (SRHR) på nationell, provins-, kommun- och lokal nivå. c) Social inkludering och icke-diskriminering av marginaliserade grupper. d) Fördelning av intäkter från utvinningen av landets naturtillgångar.

Resultat
Examples of results reported by Oxfam: - 887 communities participated in monitoring service quality and many of their demands were addressed as they were included on the districts development plans and reports. One important highlight is that the Ministry of Health has adopted the community score card tool used by POs (partner organisations) to monitor the services provided in this sector. - POs worked on improving accountability and transparency of governance. As a result of their interventions cases of misuse and deviation of public funds were reported, criminal investigations were carried out, and the involved were persecuted. - POs involvement in the elections also made citizens more aware of the new election legislation and influenced the party manifestos. POs also took action to pressure the government to ensure civic space while at the same time also reinforcing security and protection. - On a national level, the budget amount allocated to basic services increased by almost 15% from 2015 to 2020, and Mozambique rose on the international Transparency Corruption Perception Index. - the recognition of Lambda (Mozambique Association for Sexual Minority Rights) by many national and international bodies. It was invited to represent the interest of sexual minorities interest in various spaces. The quality of several services provided to this group improved through training of teachers, health providers, police officers and judges. As a result, the number of health units providing specific services for LGBTI have increased, members of this community who suffered violence received legal assistance, their cases were reported and followed up by the justice authorities. - As a result of PO intervention budget allocation for social protection increased from 3.6% of state budget to 6.8%, and as a consequence the number of social protection programmes and the number of beneficiaries also increased. In the case of the elderly, advocacy work by POs contributed to the approval of Decree 47/2018 of August 6th and Decree 59/2018 of September 6th that revised basic social security programs and contributed to a rise in in social security disbursements, improving the living conditions of the elderly. - There has been a notable improvement in transparency and accountability in the management of the EI (extractive industries) sector, although there is still room for improvement. - The process of publishing EI contracts evolved, with the government publishing the 5th round of tender contracts, as well as nine mining contracts during the period, and some audit reports were published. - Regarding community rights, POs influenced the establishment of dialogue platforms between communities and companies. For example, Sasol signed its first social contract with affected communities in Inhambane and there was an improvement in compensation and resettlement conditions as a result of awareness sessions on communities rights in the natural resource context. - POs pushed for the formalization of artisanal mining by advocating for a law and supporting the registration of artisanal mining associations. - Oxfam and POs created spaces for dialogue and capacity building among different actors in the sector such as the Alternative Civil Society Summit on Gas and National Observatory on the Extractive Industry. - Three main laws were approved during the period: The revised Family Law, revised Inheritance Law and the Law on Preventing and Combating Early Marriage. - With regard to women's political participation, during the last electoral cycle in 2019 participation by women increased by 6% comparing with 2014 elections. - Mozambican government demonstrated its commitment to empowering women by appointing six women as Provincial Secretaries of State, out of eleven in total. - When it comes to Gender based violence (GBV), there was a notable increase in the number of cases reported (from 15,490 in 2017 to 19.077 in 2020), prosecuted and sentenced thanks to awareness campaigns by POs. An effort to ensure the integration of all services for GBV victims also contributed to their receiving timely assistance. - On SRHR, more women on reproductive age have free and unrestricted access to adequate sexual and reproductive health services through digital platforms (by 2020 19,620 women and girl were reached). The Law on Safe Abortion was disseminated and there was a rise in the number of heath units providing these services.
AGIR (Acções para uma Governação Inclusiva e Responsável) was a programme funded by the embassies of Sweden and the Netherlands with the aim of supporting local Mozambican civil society organisations. Oxfam Novib was one of four intermediary partner organisations, IPOs (together with Diakonia, Oxfam Ibis and We Effect), and was responsible for the Active Citizenship, AC, sub-programme supporting local Mozambican Partner Organisations working in the following strategic thematic areas: 1) Right to Participate - responsive government and public accountability Right to Gender Equality, 2) Freedom from gender-based violence (GBV) and freedom of Sexual and Reproductive Health Rights (SRHR), 3) Right to social inclusion and non-discrimination of marginalized groups and 4) Right to a fair share of the country's mineral resource revenues.
