Detta kompletterande insatsbeslut avser en föreslagen förlängning av Diakonias subprogram inom AGIR II, för året 2018 med tilläggsbelopp 39 207 000 SEK. Sverige är med detta beslut enda finansiär till insatsen, men Nederländerna som idag samfinansierar programmet förbereder beslut om att bidra till samma insats även under 2018. Även om Nederländerna fattar ett sådant beslut så förutses aktivitetsplan och budget bli oförändrad. Den ettåriga förlängningen (jfr övriga AGIR-program som förlängs med tre år) bygger framför allt på ambassadens bedömning av Diakonias kapacitet vad gäller styrning av programmet. Ambassaden och Diakonia har enats om en handlingsplan (juni 2017-juni 2018) för att hantera dessa svagheter. Handlingsplanen följs upp av både Diakonia och ambassaden och dess resultat kommer att ligga till grund för bedömning av fortsatt stöd 2019-2020. INTRODUKTION TILL AGIR-.PROGRAMMET AGIR-programmet (Programa de Acções para uma Governação Inclusiva e Responsável) är en gemensam stödmekanism till ett sjuttiontal civilsamhällesorganisationer i Mocambique. Stödet är ett indirekt stöd där svenska ambassaden i Maputo har ett direkt finansiellt stöd och avtal med fyra intermediära partnerorganisationer (IPO) som i sin tur stödjer och har avtal med ett större antal (totalt ca 70) moçambikiska civilsamhällesorganisationer – deras s.k. partnerorganisationer (PO).stödet från IPO till PO utgörs av kärnstöd. AGIR-programmet består av ett övergripande program där alla fyra IPOs - Diakonia, Oxfam Ibis, Oxfam Novib och We Effect - har gemensamt ansvar, samt fyra underliggande subprogram där varje IPO ansvarar för varsitt program. AGIR startade 2010 och den pågående andra fasen täcker sex år (2015-2020). AGIR-programmets övergripande mål är ett moçambikiska samhälle där medborgare, särskilt de mest utsatta, åtnjuter sin rättighet till integration och rättvisa, till omfördelning av välstånd som skapas av landets resurser, till lättillgängliga och prisvärda offentliga tjänster av god kvalitet, och till grundläggande medborgerliga friheter och politisk representation, samt deltagande, i en fredlig och ekologiskt hållbar miljö. - Diakonia fokuserar på rätten till fria & rättvisa val och till flerpartidemokrati, på marginaliserade och utsatta gruppers mänskliga rättigheter (kvinnor, barn & personer med funktionsnedsättning), rättshjälp, sexuell/reproduktiv hälsa & rättigheter, samt könsrelaterat våld. - Oxfam Ibis arbetar med på rätten till information, särskilt i förhållande till naturresursutvinning, mediefrihet, stärkandet av parlament på alla nivåer, förbättrad tillgång och kvalitet av grundläggande hälso- och utbildningstjänster. - Oxfam Novib fokuserar på översyn av statens budget och resursallokering, rättvis skatteuppbörd, på utsatta gruppers mänskliga rättigheter, sexuell och reproduktiv hälsa och rättigheter, samt könsbaserat våld. - We Effect fokuserar på markrättigheter, på effekterna av naturresursutvinning, landsbygdsutveckling, matsäkerhet, klimatförändringar och miljö. FÖRSLAG UTFORMNING AV STÖD Erfarenheten visar att Diakonia har haft svårigheter att presentera programdokument, resultatramverk och riskregister i genomförandet av AGIR-programmet, som uppfyller Sidas krav. Finansiell rapportering och revision har varit av otillräcklig kvalitet, och tecknade avtal med PO:s har saknat obligatoriska delar. Därför föreslås ett tillägg av pågående programperiod med ett år (2018). Under detta år ska en åtgärdsplan genomföras, inför en eventuell bedömning av fortsatt stöd. PROGRAMMETS INNEHÅLL Diakonias subprogram förväntas bidra till att uppnå de övergripande resultaten för AGIR genom att de stöder organisationer i arbetet för ett demokratiskt samhälle med större ansvarsutkrävande och stärkta mänskliga rättigheter och ökad jämställdhet. Detta gör man genom att arbeta med tre tematiska områden: 1) Medborgardeltagande och jämställdhet; 2) Ansvarsutkrävande och demokratiskt flerpartissystem, tillgång till sociala tjänster; och 3) Rättssäkerhet och respekt för de mänskliga rättigheterna. Diakonia vidarebefordrar medel via kärnstöd till 14 organisationer samt via tilläggsmedel ("small grants") till sju organisationer. Två av dessa organisationer arbetar på provinsnivå i Zambézia och Niassa.

Resultat
Activities and results according to thematic focus: (i) Right to Inclusion and Equality Some progress is reported under this theme, however the level of achievements was below planned. This was in part due to a "centralist" dynamic within local governance, making processes time-consuming and very slow. - The Municipal Council of the City of Chimoio revised its economic-social plan and included in the Municipality's budget for 2022 a response to the demand from civil society (children's network) to guarantee children's rights, in particular the right to play in safe places. The municipal plan and budget amendment included the allocation of resources to establish child playgrounds in the city. - 621, which 228 women and 393 men, members of municipal assemblies, municipal councils, aldermen and municipal employees, were trained and acquired knowledge and skills on how to develop rights-oriented public policies - The Municipalities of Pemba, Catandica, Manica, Gondola, Sussundega, Boane, Namaacha, Manhiça, Matola and Mocuba committed to cascade the trainings received (on gender equality and budgeting) to more officers and allocate part of the budget to deal with gender inequities during the next planning cycle. This is an ongoing change process resulting from the interventions (trainings and meetings) made by partners through targeted training on gender equality - Rede da Crianca, JOS-SOAL, NANA and AMMCJ carried out interventions to raise awareness and empower rights holders to influence duty bearers decisions that impacted on rights holders access to public services of quality. The actions included radio debates, seminars and exhibitors that totalled 478 initiatives. After sensitization, the rights holders presented a series of claims of rights that resulted in the compilation and elaboration of 4 position papers, one of them demanding better quality of health services in Mocuba and Lugela and 3 containing recommendations made by children and addressed to the municipalities of the Manica, Beira and Quelimane. The latter are still undergoing internal treatment in these institutions, awaiting their feedback. (ii) Right to political Representation and Participation - Partners facilitated political dialog among groups of women, youth, political parties, and civil society platforms, including vulnerable groups. 14 political dialogues events were carried out involving members of municipalities, parliament, and local government at districts levels around gender equality, child rights and SRHR. - Different stakeholders were engaged in analytical dialogues around the decentralization model in progress. The debates aimed to learn lessons for the next level of decentralization, local elections, political representation and participation at the district level. (iii) Right to Accessible, Affordable Public Service of Good Quality The main result is related to the improvement of Government institutions performance in delivering inclusive public services of justice, social protection, social protection, education and health with focus to SRHR. - Partner organizations carried out different training actions targeting duty bearers, sensitization and awareness raising to rights holders and political dialogue involving duty bearers. The actions aimed to influence policy decision and implementation for better provision of public services and social protection actions to the most vulnerable group with a focus to women, young people and children (girls and boys). These actions brought results and progress, at the local and provincial level, related to the gender inclusion in education sector and better provision of legal justice. - The partner organizations NANA and the Provincial Directorate of Education and Human Development of Zambézia facilitated the capacity development of pedagogic technicians from the education sector in Zambézia Province. As a result authorities began to include subjects related to the prevention of gender-based violence and sexual and reproductive health and rights in educational modules within the curricula of different disciplines. The impact of the new approach was the increased retention of girls in schools as reported by partners. Indeed there was a reduction of girls dropping out rate. - In Sofala and Manica provinces, partner organizations managed to maintain an open space for political dialogue with power holders at district, municipal and provincial levels as well as with justice institutions responsible for guaranteeing the right to protection and provision of basic services to children in conflict with the law. As a result, two model platforms and two multi-sectoral plans to deal with the issue were established and are functional in Manica and Sofala provinces. Bi-monthly meetings are held with social actors working in the area of child protection for monitoring and evaluating the progress regarding the agreed targets in the multi-sectoral plans. The meetings were attended by the Attorney General, Courts through the Family and Minors Sections, Provincial Directorate for Gender, Children and Social Action, Provincial Directorates of Justice Directorates of Social Action , Police through the Office of Assistance to the Family and Minor Victims of Violence, Representatives of Civil Society Organizations, Community Judges and Media Organs.
The overall objective of the AGIR-programme (Programa de Acções para uma Governação Inclusiva e Responsável), was to strengthen the capacity of civil society to demand accountability for political and economic decisions and to promote the respect for human rights, as well as by ensuring women and men have access to information about such decisions, and contribute to improved governance and to a democratic pluralism in Mozambique. The Swedish support recognised civil society as an independent actor in its own right, core support funding, harmonization, civil society ownership, alignment to key partner organisations's existing systems and mutual accountability for results are fundamental aspects of the programme. Diakonia was one of four International Partner Organisation's (IPO's) receiving funds to implement the AGIR programme, with the objective and thematic focus to ensure women and men (of all ages with no discrimination) have improved access to quality public services (education, health care, water, justice) and fully realise their potential and human rights resulting from increased transparency and accountability of the duty bearers". Diakonia worked with 19 local organisations to ensure achievement of results. The AGIR-II programme came to an end in December 2020. Diakonia and the Embassy (EoS) agreed to a no-cost extension (NCE) period meant for the preparation, submission and approval of final reports. During this NCE period, Diakonia and EoS also agreed to a cost-extension period (July 2021 to June 2022) which was to provide support to five strategic partners. The project was subdivided into three thematic focus imported from the AGIR II programme: (i) Right to Inclusion and Equality. (ii) Right to political Representation and Participation and (iii) Right to accessible, affordable public services of good quality.
