Resultat
The programme extended the presence of various institutions to remote areas by recruiting and training personnel while providing infrastructure rehabilitation and equipment. In this regard, the Judiciary and Ministry of Justice were able to deploy sixty magistrates, six prosecutors, two case liaison officers, two victim support officers and six public defenders. The Programme supported the establishment of two divisions of Court E (specialized SGBV courts) in Bong and Nimba counties and provided renovation, paid salaries for judges and staff for the initial six months and logistics support for their operationalization. The Programme also provided specialized trainings to 163 judicial officers/judges, 751 police officers and 819 justice/response chain actors to increase their skills, knowledge and competencies in responding to, investigating and prosecuting cases, particularly gender-based violence (GBV) including sexual gender-based violence (SGBV) cases. The programme provided financial and technical support to 23 non-governmental organizations, composed of 20 national civil society organizations and three international non-governmental organizations, as well as seven governmental institutions, which strengthened their capacities to support the Programme’s provision of legal aid services across the country. The programme also empowered civil society organizations (CSOs) to conduct 5,707 monitoring visits to a total of 299 facilities (5 prisons, 70 courts, 56 community centers and 168 police stations) to assess their compliance with the laws. The CSOs intervened in 2,369 cases and secured 1,466 releases from pre-trial detention in respect of persons held longer than is legally permissible by law and amounts to a violation of their rights. As a result, the Programme supported the provision of legal aid services/assistance to 8,760 persons (6,106 females and 2,654 males), which comprises 4,907 GBV/SGBV survivors; 1,681 pre-trial detainees (1,456 males and 225 females); 218 children in conflict with the law (135 males and 83 females) and 1,954 civil cases (1,107 females and 847 males). The programme mediated a total of 3,649 cases involving 7,298 persons. Also, the programme reached 1,128,225 persons with human rights, rule of law and legal aid messages.
The UNDP/OHCHR Joint Programme “Strengthening the Rule of Law in Liberia: Justice and Security for the Liberian People (2017-2020)” seeks to strengthen key formal justice and security institutions while also building capacity at grassroots level through civil society and provision of legal aid. It is a nationwide programme with activities in all 15 counties in Liberia. Expected outcomes as stated in the Programme document are: (1) Capacity of justice and security institutions strengthened and linkages forged; (2) Civil society contribution to rule of law and community access to justice enhanced; (3) Gender responsiveness of justice, security and legislative actors strengthened and women and girls’ access to justice and security improved; and (4) Capacity of key actors and stakeholders to monitor progress and results in rule of law development increased.
