Resultat
As a follow up to the results reported in the narrative report the Embassy followed up on a number of questions regarding the projects impact on long term resilience. An evaluation of the project in Tanganyika shows improved production, improved food diversity and a reduction in negative coping strategies related to food (skipping meals etc). This demonstrates great achievement of the activities implemented and raises an important discussion on sustainability. Will the achievements continue if the project is phased out? These are questions that need to be asked after so many years of support in the province. During a field trip to Nyunzu in May 2023, Embassy and Sida HQ staff had the possibility of observing the results in practice. It was impressive to see how conflict areas from which most households had once left to seek refuge in the towns were now developing into little agricultural villages. WFP/FAO worked with UNICEF who had brought in a peace building NGO to mediate between ethnic groups and reduce the violence. The social cohesion part of this project then took over to strengthen these relationships. With peaceful co-existence the households could return from their IDP locations and find their original homes. This allowed for access to land and farming could restart. The building of cooperation helped them build capacity and aggregate their crops into a substantial amount large enough to sell. Many households testified that they could now send their children to school and pay off health care debt due to the improved farming techniques. WFP and FAO collaboration with UNICEF in Nyunzu demonstrates concrete examples of operationalising the nexus. The gender aspect, where literacy classes and livelihoods for women have been introduced have proven to be highly successful in the sense that more women are now taking on senior level decision making positions in the cooperatives. Are these lessons from Tanganyika applied in the other geographical areas feeding into a more holistic programme approach? We have seen signs on this in the presentation of the joint indicators in the meeting organised with all donors earlier this year. This joint indicator framework is an important result stemming out of years of work in aligning the different results frameworks of different donor projects. The aim with this is to be able to eventually measure change over time across the country and not by project. The challenges raised are often generic and accumulated over the years. Examples of this are the references to the Elephants spoiling the crop. While these are indeed challenges it is important to have the discussion with WFP and FAO how the project is building resilience towards these annually accruing difficulties. As this is the main objective of the project. This links to the important conversation on sustainability of the programme and how er are measuring resilience what is the definition of a resilient community when the same challenges seem to be hampering the familys ability to self-sustain? This discussion has been raised in a number of meetings with the partner and a resilience index analysis is being performed to look at this type of definition.
The general objectives in the original proposal remain the same: 1) To increase smallholder farmers agricultural and financial capacities for sustainable production and market engagement in order to increase their incomes and build resilient livelihoods; 2) To support community-based organizations to become active contributors to social cohesion, gender equality, peace and reconciliation. For the extension more specific objectives have been added: Main: Improve food and nutrition security for 6,000 supported smallholder farmers while strengthening community resilience. Specific: 1) Increase 6,000 smallholders income through increased agricultural productivity, reduced losses in agriculture and improved access to profitable markets; 2)Support commercialization systems and their viability by strengthening relationships among value chain stakeholders.
