Resultat
This project started in November 2015 and ended in December 2019. The final narrative report for the project presents the results from the cooperation between the Directorate of National Statistics (DNS) of the Federal Government of Somalia (FGS) the Central Statistics Department (CSD) in Somaliland, the Puntland Statistics Department (PSD) and Statistics Sweden. The overall objective of the cooperation project was to strengthen the statistical capacity at the Somali statistical directorate/departments with the purpose of facilitating decision makers’ awareness, understanding and trust in statistical data. The system should be able to provide users with accurate and reliable statistical information in order to ease decision-making and monitoring of development strategy indicators including the national programs and the Sustainable Development Goals (SDGs). To this end the project was structured around four major components: 1) General management, 2) Economic statistics, 3) Social statistics, and 4) Statistical methodology. Some examples of results reported include: - Websites for DNS, CSD and PSD was been developed and deployed with a increase by 30 percent in number of visitors. - During 2017, 19 trainees were recruited and placed at DNS 7, CSD 7, and PSD 5. The trainees were vital for the directorate and the departments given the limited human resources, and they have contributed significantly to the good results. - Preliminary results for Gross Domestic Product (GDP) 2012-2018 was finalized and was harmonized with International Monetary Fund (IMF) and the World Bank (WB) figures for Somalia. - Dissemination policies was developed and deployed for DNS, CSD and PSD. - Publishing calendars for DNS, CSD and PSD were regularly released giving users information on release-dates for new publications. - Staff members have a higher knowledge about Consumer Price Index (CPI) theory, weighting scheme, sampling and measurement, which has significantly increased the quality of the monthly CPI publications that are now in compliance with international standards. - In 2018, SL and PL published gender booklets for the first time filling a clear gap on gender statistics. On the management of the project it can be highlighted that a long-term advisor (LTA) from Statistics Sweden was in place to coordinate the project and advise the Somali statistical directorate/departments since January 2016. The LTA had the role of overall planning, implementation and follow-up of the project with the day-to-day management of the project. The LTA was based at the United Nations Population Fund’s (UNFPA) Somali country office in Nairobi, Kenya. The collaboration on logistics and security with UNFPA has enabled the LTA to travel frequently to Mogadishu, Hargeisa and Garowe to meet the directors and staff. Meeting people face to face has improved the cooperation. Sidas overall assessment of this project is that it has been successful and the intended capacity in producing statistics has been strengthened in the statistical authorities partcipating in the development intervention.
The overall objective of the project is increased strengthened statistical capacity at the Somali statistical directorate/departments with the purpose of facilitating decision makers’ awareness, understanding and trust in statistical data. The strengthened system should then be able to provide users with accurate and reliable statistical information in order to ease decision-making processes and monitoring of development strategy indicators including the national programs and the Sustainable Development Goals (SDGs). The project specifically supports the strategic orientations regarding the following priority areas with the following component objectives: 1. General Management- The statistical system is strengthened 2. Economic statistics- Quality of targeted economic statistics improved 3. Social statistics- Production of quality and availability of designated social statistics improved 4. Statistical methodology- Capacity of national staff within statistical methodology improved methodology.
