Resultat
Foincide mainly worked within the areas of public participation, territorial management, social conflicts and intermunicipal cooperation; the main results for each of these components may be summarized as follows: Public/citizen participation: Based on Swedish experiences of working with citizens participation, the project has developed a toolkit including practical materials and tools for municipalities on how to carry out citizens participation. It provides tools for design, implementation, and evaluation of the citizen dialogue. The project trained eight municipalities in using the toolkit and supported them in the application of this method. They identified an area in which they were willing to commit and work in a participatory manner using the tools provided. They received support in the design, implementation, and monitoring of citizen dialogue processes as well as in the implementation of some of the activities, identified in these processes. The training and implementing experiences have changed the participants mind set on what a dialogue could be, on the importance of planning it thoroughly and of identifying different types of stakeholders and how to best reach each of them. DNP showed great appreciation of the work carried out by FOINCIDE regarding the creation of the toolbox and the on-the ground experiences in the pilot municipalities and recognized the need and importance to disseminate this. Social mediation: Amongst the results that FOINCIDE has made in this component, the development of the Dialogue Triage, in close collaboration with DNP, a SALAR-expert and local experts, is one of the most relevant. This triage, which is basically a toolkit on social mediation, was designed to support municipalities in identifying and measuring the intensity and complexity of a social conflict with the purpose of contributing to the decisions on how to manage the conflict. It consists of tools on how to characterize social conflict, recommendations on how to manage the characterized conflicts, institutional roadmaps for dealing with types of conflicts in Colombia, and a tool to identify informal local actors that can contribute to conflict management. Capacity building on the toolkit was provided to five municipalities. During the national social strike (April 2021) the project's work on social mediation became urgently relevant for the local administrations of two of the municipalities were severely affected and received support and advice on how to dialogue to de-escalate the conflict. Planning capacities/Territorial management: With regards to this component, FOINCIDE, inspired by the Swedish system KOLADA, supported the National Planning Department (DNP) in the development of a web-based statistical platform named Terridata, which was then developed by USAID. TerriData is currently the Colombian governments official platform for regional and local government statistics; it enables the collection, visualization, and comparison of data from all municipalities and departments in the country. Furthermore, the project supported DNP by designing the webs mobile application (available on Apples App Store and Google Play) and provided training to municipal administrations in the use of this statistical platform through a virtual course that contains materials, videos, and guides on how to use TerriData, including a separate module on gender. Jointly with DNP and the Territorial Renovation Agency (ART), approximately 300 persons from 40 municipalities were trained on the use of TerriData by means of a virtual course. TerriData is currently being used in the Territorial Planning Kit that DNP designed, an on-line tool for subnational governments to prepare their 4-year development plans. The commitment from DNP on TerriData has fluctuated over time and during the years 2019-2020 FOINCIDE struggled with low interest from DNPs side. The much needed update of the mobile application as well as the roll-out of the pedagogical strategy was not prioritized. However, in 2021 the level of commitment shifted and DNP gave high priority to TerriData. Intermunicipal cooperation: FOINCIDEs work on inter-municipal cooperation had the purpose of contributing to strengthening the capabilities of individual municipalities, which through cooperation lead to access to more financial resources and can increase their public management capacities. Inter-municipal cooperation also makes it possible to improve vertical coordination with the national and regional levels of government and with international cooperation agencies. The work in this component was very well suited for planning and implementing projects and interventions with a supra-municipal and regional approach. For the above, FOINCIDE carried out a case study of the experiences held by one of the existing inter-municipal associations in the country: Asomucipios. This case study resulted in several strategic recommendations for municipal associativity which were later disseminated through a policy paper, on-line courses, and technical support. DNP included the policy paper and studies in their KIT on territorial associativity for further dissemination. Throughout the 6 years of implementation, Foincide put a lot of effort into adapting Swedish local experiences to the Colombian permanent changing context. The project developed training programs and context-specific materials and tools, primarily for public servants at the local level. The project also sought to disseminate and create sustainability of results through online materials, networks, and structures for peer-to-peer learning.
The overall development objective is to improve the prospects for peace and sustainable development in Colombia through greater inclusion, accountability, and equity at the local level. From 2016 to 2019 SALAR/SKR worked in three areas of intervention: public participation, conflict management and sub-national performance and statistics information (territorial management). In 2019 inter-municipal cooperation was added as a priority in an effort to strengthen other institutional bodies that are not only the national or local level. The project went from focusing to a large degree on strengthening Colombias National Planning Departments (DNP) capacities to draft and develop national policies that focus on the municipalities needs and realities, to an increase on the support to the local governments, their ability to organise themselves and their joint service delivery trough inter-municipal cooperation. The projects support to national policy work was, from the start, complemented by on-the-ground interventions in 7 pilot municipalities.
