General question: Results related to the intended outcome 2016Question: Summarise results related to the intended outcome (this information will be sent to Open Aid)Answer: The Guatemalan National Institute of Statistics (INE) managed to successfully carry out the country-wide survey of poverty and living conditions in Guatemala (ENCOVI) as planned and the results of the survey were presented officially in December 2015. The survey is intended to serve as an important instrument in political planning and decision-making in Guatemala. However, the Swedish funds were not used in its totality due to certain delays in the project implementation and when the total funds finally where disbursed in June 2016 INE was unable to use the greater part of the amount because of state regulations regarding the national budget that does not allow an institution to use finances not planned for in the annual budget. INE used some of the Swedish funding for dissemination activities of the survey and presentations in regional events in various parts of the country, which involved costs for publications of the survey and information material. This contribution also included the elaboration of a diagnostic carried out by the Swedish Statistics Bureau (SCB) with the aim of assessing possibilities for cooperation between INE and SCB in the area of institutional strengthening and capacity building in statistics of INE. A fact-finding mission from SCB visited Guatemala in November 2014 and a report was submitted to the Embassy in July 2015. The report described several areas, such as economic statistics, environmental statistics, IT, management etc, that were proposed to be included in a cooperation project between the two institutions. A final project proposal for institutional strengthening was submitted by SCB to the Embassy in January 2016 and the proposal was approved by the Embassy.
