ICHR has applied to Sweden for funding of 12 million SEK to carry out its strategic plan in Palestine during the period 2020-2022. ICHR contributes to the protection and promotion of human rights in Palestine in accordance with the international human rights treaties and Palestine's independence Declaration and Basic Law. ICHR works with both the rights holders and duty bearers in Palestine. It collaborates with, but is independent from, civil society and public institutions. The funding to ICHR has been provided on a three-year basis, linked to the periods of the organization's strategic plans. The last three-year strategic plan 2017 - 2019 has now ended. ICHR's new strategic plan (2020-2022) includes 5 outcomes: (1) To promote measures of prevention, protection, accountability and redress; (2) Promote a national legislative, policy and institutional framework upholding human rights, in conjunction with sustainable development goals (SDGs); (3) Promote and disseminate the culture of human rights; (4) Improve regional and international cooperation; (5) Promote ICHR institutional development and sustainability. The intervention’s total budget is 80 million SEK, out of which the PA contributes with approximately 3 %. The remaining 77, 8 million SEK (approximately 8,25 million USD) is contributed by other donors.

The Independent Commission for Human Rights (ICHR) is the National Human Rights Institution (NHRI) with a function of an Ombudsman in Palestine. The ICHR was established in 1993 upon a presidential decree with the mission to monitor the development of human rights in the occupied Palestinian territories, as well as work with the accountability of authorities, providing capacity support and work with advocacy for human rights.ICHR's strategic plan (2020-2022) includes 5 outcomes: (1) To promote measures of prevention, protection, accountability and redress; (2) Promote a national legislative, policy and institutional framework upholding human rights, in conjunction with sustainable development goals (SDGs);(3) Promote and disseminate the culture of human rights; (4) Improve regional and international cooperation; (5) Promote ICHR's institutional development and sustainability.
Results
ICHR received A-status accreditation by the Global Alliance of National Human Rights Institutions (GANHRI) in November 2021. Subsequently the Sub-Committee on Accreditation (SCA) of GANHRI elected ICHR Director-General as its chairman, during the SCA 35th session that was held from 14-25 March 2022.ICHR was able to engage in several sensitive issues that arose during 2021: ICHR monitored the State of Palestines purchase of the Covid-19 vaccines, ICHR successfully intervened to end the dispute between the government and the Medical Association in the West Bank resulting in reaching an agreement regarding the nature of work allowances and other matters; it engaged against the designation of 6 prominent Palestinian CSO as terror organizations and not least played an important role advocating for increased transparency around the death of Nissar Banat and protecting the rights of protesters in the ensuing repression of public protest following the murder.ICHR also participated in the monitoring of the local elections that took place in the west bank during December 2021. And monitored and reported internationally on the violations of IHL and HR in the Israeli attacks on Gaza in May 2021, presenting no less than 10 papers and a number of fact sheets on the effects of the attacks.During the reporting period, ICHR received 2,652 complaints, conducted 1,405 monitoring visits to temporary detention centers, 267 monitoring visits to rehabilitation centers, 122 monitoring visits to shelter houses (compliance levels of these recorded at 40%, suggesting room for improvement). In order to assess its interventions as well as people perspective to its complaints handling, ICHR evaluated, for the time, complainants satisfaction of ICHR following up to their complaints which recorded 54% for all domains and 68% for complainants satisfaction related to ICHR role solely. ICHR is the first NHRI that links its complaints data base with SDGs indicators. By having the new data base linkage, ICHR raised its capacities as international & regional think tank.During the reporting period, ICHR also launched its new webpage that included its online complaints form to reach all complainants in Palestine and outside. the webpage was launched in September and by October 24 electronic complaints had been submitted.In line with ICHR commitment to the rights of marginalized groups, and for the first time, ICHR provided internship to 4 youth with disabilities in its WB regional offices.
