ICHR has applied to Sweden for funding of 12 million SEK to carry out its strategic plan in Palestine during the period 2020-2022. ICHR contributes to the protection and promotion of human rights in Palestine in accordance with the international human rights treaties and Palestine's independence Declaration and Basic Law. ICHR works with both the rights holders and duty bearers in Palestine. It collaborates with, but is independent from, civil society and public institutions. The funding to ICHR has been provided on a three-year basis, linked to the periods of the organization's strategic plans. The last three-year strategic plan 2017 - 2019 has now ended. ICHR's new strategic plan (2020-2022) includes 5 outcomes: (1) To promote measures of prevention, protection, accountability and redress; (2) Promote a national legislative, policy and institutional framework upholding human rights, in conjunction with sustainable development goals (SDGs); (3) Promote and disseminate the culture of human rights; (4) Improve regional and international cooperation; (5) Promote ICHR institutional development and sustainability. The intervention’s total budget is 80 million SEK, out of which the PA contributes with approximately 3 %. The remaining 77, 8 million SEK (approximately 8,25 million USD) is contributed by other donors.

Expected results
The Independent Commission for Human Rights (ICHR) is the National Human Rights Institution (NHRI) with a function of an Ombudsman in Palestine. The ICHR was established in 1993 upon a presidential decree with the mission to monitor the development of human rights in the occupied Palestinian territories, as well as work with the accountability of authorities, providing capacity support and work with advocacy for human rights. ICHR's strategic plan (2020-2022) includes 5 outcomes: (1) To promote measures of prevention, protection, accountability and redress; (2) Promote a national legislative, policy and institutional framework upholding human rights, in conjunction with sustainable development goals (SDGs); (3) Promote and disseminate the culture of human rights; (4) Improve regional and international cooperation; (5) Promote ICHR's institutional development and sustainability.
Results
During the period ICHR has increased its activities on the police detention centers, and military rehabilitation centers, evaluating their compliance with International standards. A compliance of nearly 50% seems to suggest that ICHR's work has been important and that more progress can be made. A gender audit has recently been carried out during the period and ICHR has a matrix sheet to follow up the implementation of the recommendations. Sweden is in close dialogue with ICHR about the implementation. During the period ICHR has managed to preserve A status at GANHRI.
