Reprogrammed funds to address COVID-19 Reprogrammed funds to mitigate the impact of COVID-19 We Effect framework agreement 2018-2022 The application is based on priorities in We Effects' focus for 2018–2022 and is based on their new strategy "Equality First." We Effects' application is a continuation of the framework agreement implemented during 2014-2016 with the additional year 2017. The main goal for the period 2018-2022 is; "In 2021, women (within We Effects' partner organizations) have the same right as men to financial resources and the opportunity to own and control land." The planned effort includes 13 "multi-country" programs to be implemented by more than 200 partner organizations in 25 countries. The local civil society are the main actors in the development projects and drive the expected change. We Effects' results model has clear program objectives as well as identified indicators and risk analyzes. Each program has a budget and specific sub-goals that are followed up in relation to the organization's overall goals and budget. We Effects' theory of change is based on a rights perspective where rights holders are aware of their rights and have the capacity to demand them.

Det generella målen för We Effect:s utvecklingssamarbete under perioden 2018-2021 är: - År 2021 är We Effect Sveriges främsta aktör och pådrivare för jämställt bistånd inom hållbar landsbygd och värdigt boende. - År 2021 har kvinnor (inom We Effects samarbetsorganisationer) samma rätt som män till ekonomiska resurser och möjlighet att äga och kontrollera mark. De två övergripande målen som uppges ovan gäller för hela We Effects verksamhet och är inte specifika för rambidraget. För CSO-anslaget är det första målet gällande We Effect:s roll som aktör och pådrivare i Sverige inte relevant. Sida kommer således enbart att följa upp på de andra målet samt de övergripande målen som återfinns inom We Effects landprogram. We Effect arbetar inom två programområden; landsbygdsutveckling och adekvata bostäder, i 13 program i 24 länder på fyra kontinenter. Varje program har ett programmål, exempel på dessa är: Advocating Women’s Right to Land & Adequate Housing (AWLAH) - Eastern Africa. Programmål: Ökad tillgång till adekvata bostder för kvinnor, män och unga inom partner organisationerna till 2022. Sidas (Civsam) finansiering för programmet (2018-2020) var ca 26 miljoner SEK. Livelihoods and Equality Programme (LEAP) – Eastern Africa. Programmål: Jämställda/Jämlika möjligheter och ökad rätt till tillgång till mark och andra produktiva resurser. Sidas (Civsam) finansiering för programmet (2018-2020) var ca 66 miljoner SEK. Agroforestry for Livelihood & Empowerment (ALIVE) - Vi Agroforestry. Programmål: Create societal changes enabling the realisation of human rights and economic empowerment of smallholder farmer families through market-led, sustainable agriculture based on agroforestry. Sidas (Civsam) finansiering för programmet (2018-2020) var ca 57 miljoner SEK. Equality First, Promoting Socio-economic Development and Equality in Palestine. Progammål: Reducing poverty through gender, equal socio-economic development and enhancing empowerment for women and men small scale holders in Palestine. Equality first: Working Towards Gender Equality, Transformative Housing, and Empowerment of the Rural folk (TOGETHER) Programme – Philippines. Programmål: A strong movement of member-based organisations claiming their basic human rights for women empowerment, sustainable rural development and access to adequate housing.
