Resultat
During the project cycle, the CSO managed to reach all the set goals and objectives. Specifically: "ZminyTy" came to be a two-stage national policy tour that gathered the suggestions of the country’s most active communities regarding the problems of healthcare, education and electoral reforms, implementing control over public finance expenditure, and public access to decision-making. Green paper on Citizens Engagement in the Process of Elaboration and Adoption of Strategic Decisions at local level was prepared and presented to public in September 2018, after the start of a new political The document was prepared based on the positions of stakeholder groups in all regions of Ukraine that were collected via public consultations and standardized expert interviews. Its content was publicly and privately discussed with civic activists, local authorities and NGO representatives in all regional centres. Representatives of districts and territorial communities were also invited. The green paper on citizens engagement in the process of elaboration and adoption of strategic decisions proposed a set of changes to the national and local legislation to advocate for, hence no further policy documents are deemed necessary on the access to decision making process. Green paper on Controlling the Use of Public Fund is the result of our 10-month work at the national and regional levels, numerous public consultations and interviews with different stakeholders, including economists, scientists, representatives of national and local state bodies about the reasons why there is such a lack of effective control over the use of public resources, gaps and problems in governing control of public finances, and the options for fixing these As a result, CenterUA has developed a policy brief “On efficient planning of local budgets: the system of control” for professionals working with public funds on the regional level. The Ministry of Finance declared an intention to use the findings provided in analytical reports to reform public finances spending’s Relevant documents were due for development by the Ministry of Finance in the second half of 2018.
