OECD/DAC Vägledning om givarstöd, engagerande civilsamhälle och PWB 2017-2023

The dialogue between the DAC and CSOs has been reinforced with the adoption (in July 2018) and implementation of the DAC-CSO dialogue framework. Following the adoption of the Dialogue Framework, consultations that were once ad hoc and informal are now institutionalised. CSOs now have a space to engage with and influence the DAC; the DAC is also able to leverage civil society knowledge and capabilities in development co-operation through the diverse range of CSO constituencies represented in the DAC-CSO Reference Group (RG). The dialogue represents a significant step forward, which is important both for the accountability structure and the quality of the policy-making process of the DAC.   The expected results of the workstream are outlined in the DAC PWBs for 2019-20 and 2021-23: Output Result 15 - Outreach, engagement and civil society dialogue and policy guidance 15.5 - Policy Guidance: Reports and written guidance on effective donor support to civil society, community of practice on civil society - Civic Space - Foresight Policy Brief - Support and Partnerships with Civil Society Working Paper - Support and Partnerships with Civil Society Study Report - Support and Partnerships with Civil Society Guidelines 15.6 - DAC engagement with civil society: strengthened the civil society perspectives in OECD processes and products and enhanced the dialogue with civil society - DAC-CSO meetings - Strengthen dialogue at work stream level and civil society perspective in OECD products - Outreach and communication Output Result 2.8 of the DACs 2021-23 Programme of Work and Budget: Output Result 2.8 - Civil Society Organisations Expected Outcome: Engagement with and policies towards civil society are more effective and maximise CSOs contributions to development. Mellan åren 2017-2019 användes bidraget till att finansiera en sekundering. Den sekunderingen bidrog bland annat till att skapa en DAC CSO referensgrupp för dialog med det civila samhället, en Community of Practice (CoP) för samarbete och dialog mellan OECD och alla DAC medlemmar har etablerats, studier och kartläggningar gjordes och OECD DAC Civil Society Days etablerades och har hittills genomförts år 2019, 2021 och senast nu i juni 2023. En omfattande kartläggning genomfördes och lanserades publikt år 2020, av alla DAC medlemmars CSO stöd, som visade att stora svagheter och brister fanns hos DAC medlemmarna själva i deras tillvägagångssätt i hur de samverkan och stödjer det civila samhället. Därför antogs år 2021 en gemensam OECD DAC rekommendation om det civila samhället, som ett svar på kartläggningen och för att uppmana DAC medlemmar att vidta åtgärder för att bättre skydda det demokratiska utrymmet, använda effektivare stöd och samarbetsformer med civilsamhällesorganisationer i partnerländerna, och också för att främja utvecklingseffektivitet, transparens och ansvarsutkrävande i CSOs själva. Efter 2019 då Sidas sekondering upphörde, har Sida/CIVSAMs frivilliga bidrag till DAC Civil Society Workstream handlat om att fortsätta med arbetet som startades av Sidas sekondering, dvs fortsatt dialog inom CSO Referensgrupp, framtagandet av bl.a. rekommendationen, genomförandet av DAC Civil Society Days och nu också det arbete som pågår inom CoP, där en första toolkit tagits fram som ett metodstöd för DAC medlemmar att genomföra rekommendationen. Den heter "Funding civil society in the partner countries". Ytterligare en toolkit är under framtagande och den heter "Shifting Power within Partnerships". Därefter kommer fler toolkits att tas fram, i samarbete mellan alla DAC medlemmar i DAC Community of Practice. Den antagna DAC rekommendationen tillsammans med de toolkits som tas fram är att anse som starka internationella standards och normer som bör följas av DAC medlemmarna. OECD DAC kommer också att följa upp i exempelvis regelbundna peer reviews att medlemmarna de facto arbetar i linje med sina regeringars antagna rekommendation.

"Increased legitimacy and impact of OECD norms and standards on sustainable development through more strategic engagement with civil society. Development agencies of provider countries, in collaboration with civil society organisations, provide more effective support to civil society organisations to achieve key SDGs focused on the most vulnerable poor people in developing countries." The civil society workstream in the DAC PWB 2021-23, sets out a new programme that builds on the groundwork and achievements of the OECDs work under the DACcivil society workstream to date: - To sustain and further widen and mainstream the implementation of the DAC-CSO Dialogue Framework through regular, more systematic engagement with civil society. - Drawing from the findings of the 2020 study, Foresight Policy Paper, and other sources, and through a transparent and inclusive consultation process, to produce a new policy document (recommendation or uidance) to improve DAC member contributions to the promotion of enabling environments for civil society.
