2023 in a snapshot/Summary: • Front Line Defenders (FLD) supported 2,413 Human Rights Defenders (HRDs) at risk and 647 organisations, communities and collectives in 130 countries. 83% of HRDs were able to continue their human rights work following the receipt of FLD support. This included 80% of men HRDs, 83% of women HRDs (WHRDs), and 89% of gender nonconforming HRDs. 99% of organisations, communities and collectives FLD worked with were able to continue their work, demonstrating the additional resilience that groups have in the face of threats. The overall figure of 83% is higher than in 2022 (77%), largely as a result of providing grants to fewer HRDs from Afghanistan compared to 2022, when many Afghan HRDs had to stop their work immediately after the Taliban takeover, impacting global results. • FLD provided grants to HRDs amounting to €3,297,378 including 1,248 protection grants to 930 individuals and 306 organisations at risk in 98 countries. • FLD's protection coordination team provided 1,246 consultations to HRDs at risk. • 342 HRDs participated in workshops/consultations focused on risk analysis and protection planning and wellbeing. • 308 HRDs and 193 human rights organisations in 76 countries were supported by Digital Protection Consultants, and 543 HRDs were supported by FLD Security Advisor. • FLD published its annual Global Analysis research presenting trends, key issues and important developments related to human rights defenders work and security around the world including the only annual documentation of all HRDs killed each year. • The 2023 Front Line Defenders Award was presented to five winners. The organisation continued to review and monitor impact and performance in accordance with the Monitoring & Evaluation Plan and the Results Framework. Some highlights from 2023 included: • 99% of HRDs reported improved security as a result of a grant. • 50% of respondents said the grant made not only the HRD secure, but also their colleagues and/or family. • 96% of HRDs reported using digital security tools as a result of received advice.
Front Line Defenders provides direct practical support for HRDs that is based directly on their articulated needs - including emergency funding. Front Line Defenders has a four year Strategic Plan covering the period 2019-2022 with the below presented four strategic goals / objectives, which interlink with Front Line Defenders' Theory of Change. The expected result on impact level for the intervention is: Human Right Defenders (HRDs) at the local and national level enjoy the freedom and security to undertake their legitimate activities. The expected result on outcome level is: Stronger international protection for human rights defenders to enable them to better manage their security and carry out their legitimate work - more HRDs at risk have received positive benefit of support for their legitimate work. The correlated 4 strategic objectives are: (1) Provide fast, flexible and effective 24-hour emergency response that responds to the protection needs of HRDs at immediate risk; (2) Strengthen the resilience and capacity of HRDs to manage their security and protection; (3) Enhance the visibility of HRDs and the positive impact of their work; (4) Strengthen national, regional and international protection of HRDs at risk.
