Resultat
The main phase of the RECONOMY programme for the Western Balkans (WB) commenced in April 2023, a few months after the parallell programme in the Eastern Partnership (EaP). The main phase started amidst challenging political and economic conditions, including high inflation levels, migration, political instability, and the ongoing effects of the Russian fullscale invasion of Ukraine. However, the main phase was preceded by an inception phase and there was thus a solid basis on which to build. Overall results for RECONOMY as a whole during 2023 Substantial progress was made during the year in establishing the setup of the RECONOMY programme as a whole, covering both the EaP and the WB programmes. A Programme Facilitation Unit (PFU) team of 23 was hired and four implementing partners were procured. The programme engaged 35 market actors who co-invested in various initiatives. Throughout the year, nine market systems analyses were conducted across the eleven countries in the two regions (five in EaP and all six in WB), leading to the creation of 22 intervention guides for eight projects. The focus remained on measuring and leveraging the results of successful pilots from the inception phase. RECONOMY WB in 2023 including the country window for North Macedonia As regards the specific results for Western Balkans in 2023, RECONOMY reported that 1667 women and youth (855 young men and 812 women), of which 385 in North Macedonia, had increased their income and their job opportunities to obtain decent and green jobs as a result of the programme and 1929 women and youth (993 young men and 936 women) had obtained improved skills relevant to the market needs. 126 000 CHF was mobilised from the private sector in the form of co-investment- The three workstreams within which RECONOMY and the projects operate are i) compentencies, ii) services, and iii) influences. The four projects in the RECONOMY programme for Western Balkans main phase are: - Empowering the Disadvantaged through Green and Digital (EDGD), lead by Programme Facilitation Unit (PFU) - Labour Market Policy Implementation and Employment (LMPIE), PFU-lead - Energy Efficiency in Construction and Renovation (EEiCR), lead by an Implementing Partner, IP, notably CeProSARD and - Digitalization of sectors with growth potential for better economic opportunities, lead by IP, notably Help). The project on empowerment through green and digital has a twofold approach notably a collaboration with REDI NGO and a general promotion of waste management and circular economy through improved collaboration between the Western Balkans Chambers of Commerce. Regarding the latter and in order to strengthen the collaboration between the different chambers, MoUs with the Chambers of Commerce from Albania, Montenegro and Serbia were signed setting the basis for a joint action plan towards a regional circular economy environment. The establishment of a regional circular economy hub will support knowledge-sharing and the business sector through the provision of technical and expert know-how in the process of adopting the circular economy models, as well as opportunities for joint legislative improvements that would create an enabling environment for the business. Other deliverables stemming from this project were the signing of a memorandum of cooperation with REDI NGO as well as the establishment of a Market System Analysis for the waste management/circular economy. The Labour Market Policy Implementation and Employment (LMPIE) project, in collaboration with Swedish Public Employment Services (PES) focused on analysing the specific needs and practices of the Public Employment Services (PES) in Bosnia and Herzegovina, Albania, and Kosovo. The goal was to establish the best approaches for collaboration and technical support. Despite challenges due to the varying maturity status of the different PESs, in 2023, RECONOMY developed joint activities and capacity-building support plans tailored for each PES. This resulted in the signing of Memoranda of Understanding (MoUs) with four PES in Bosnia and Herzegovina, as well as with the PES of Albania and Kosovo. Additionally, RECONOMY conducted two analyses for the Albanian PES, one on the efficient utilisation of development aid funding and another on strengthening the National Agency for Employment and Skills (NAES) through strategic partnerships. These analyses aimed to enhance the PES's capacities and improve their services to job seekers and businesses. The first online webinar on digital services for all six PES was held in December, focusing on sharing best practices and fostering collaborative learning among the participating countries. As regards the Digitalization of Sectors with Growth potential for Better Economic Opportunities project covering all six WB countries, HELP conducted a regional Market Systems Analysis (MSA) through desk research and interviews with over 150 stakeholders in sectors such as agriculture, tourism, textile, and ICT/BPO. The analysis highlighted the need for crossregional learning and knowledge exchange to address shared challenges like skills mismatches and limited support for micro-enterprises and informed the selection of market actors capable of delivering scalable and impactful solutions for enhancing employability and income generation. As a result, partnership agreements were established with seven market actors. Intervention guides were developed for various initiatives, including i) empowering digital accounting careers in the WB, ii) digital agricultural initiatives for sustainability, iii) supporting young entrepreneurs in creating a regional collaboration platform, iv) enhancing the regional gaming industry, v) digitalizing the Trans Dinarica Cycle route, and vi) promoting sustainable rural development. Lastly, the implementing partner of the Energy Efficiency in Construction and Renovation (EEiCR) project, CeProSARD conducted MSA across all six WB countries. This analysis led to the identification of three interventions within three work streams aimed at transforming the Western Balkan construction industry towards sustainability and green building practices.Additionally, efforts to collaborate with financial institutions for access to finance interventions were initiated, and relevant market actors in all six countries were introduced to the Green Building Council's concept. A fifth project on vocational training for mechanics and truck drivers was decided upon in May 2024. It is a collaboration or a so called Public Private Development Partnership (PPDP) between Volvo Group, Helvetas and Sida. The countries benefitting from the collaboration in the first instance are Bosnia and Hercegovina, North Macedonia and Serbia.
The objective of RECONOMY is: "Women and youth, including the most disadvantaged and excluded, benefit from improved economic opportunities (better income and decent and green jobs) inclusively and sustainably." By addressing dysfunctions and underperformance in systems assessed to have high productive potential for the most excluded/vulnerable populations, the programme is expected to maximize benefits for the poorest populations in a sustainable manner over time. At the end of the project it is expected that - an additional 30,200 women and youth have received additional income and decent and green job opportunities. Of these, at least 50% are women, at least 10% are from the most disadvantaged and excluded groups, at least 20% are green jobs. Moreover, at least 24% of the total target of 30,200 women and youth are in North Macedonia, corresponding to the financial allocation from the country envelope. - at least 40% of the women and youth with additional income and decent job opportunities express satisfaction with their situation. To reach the above impact, 3 main outcomes are measured: Private sector enterprises adopt improved/new services into their operations & boost their competitiveness, indicated by: - The amount of additional investment made by private sector enterprises increase because of changes stimulated by the program (target: CHF 19,500,000, out of which CHF 4,000,000 green finance) - The percentage of private sector enterprises that report higher turnover and/or profit as a result of changes stimulated by the program (target: 40%) Target groups increase their skills as well as access & use intermediation services & support systems to make informed decisions, indicated by: - An increased number of women and youth have improved skills relevant to market needs (Target: 22,700 women and youth, at least 50% women, at least 10% of the most disadvantaged and excluded, at least 20% green skills, at least 24% in North Macedonia) - % of women and youth who express satisfaction with the relevance of skills (target: 40%) - Number of women and youth that access and use intermediation services (target: 125,150, at least 50% women, at least 10% disadvantaged and excluded groups) - % of women and youth who express satisfaction with the relevance of intermediation services (target: 40%) Private sector enterprises have better policy support to do business & increase their efficiency, indicated by: - Number of private sector enterprises report better performance as a result of clear and implemented policies/regulations/administrative requirements as a result of the programs facilitation (target: 1,280, disaggregated by services and sectors) - A percentage of private sector enterprises that report increased economic opportunities and business environment (target: 40%)
