Resultat
The contribution started in mid 2015 and finished (including the extension period) by the end of 2020. The volume of the project was 35 MSEK. The project was implemented by Lantmäteriet from Swedish side that supported National Agency for Public Registry (NAPR) its sister institution in Georgia under the Ministry of Justice of Georgia. The project has worked on eight work packages (eight areas): • WP1 – Land and property management • WP2 – Data sharing and the establishment of NSDI • WP3 – Geodesy, mapping and addressing • WP4 – Information quality, statistics and mass valuation • WP5 – IT-development • WP6 – Project Management and administration • WP7 – Pilot Implementation of Addressing Model for Rural Settle-ments (Closed in 2017) • WP8 – Pilot Data Processing and E-Archiving (Closed in 2017) The Work Packages 7 and 8 were implemented by NAPR while within work packages 1 to 5 Lantmäteriet provided technical support and built capacity of NAPR. The project achieved following results in the areas covered by the work packages as follows: WP1: Land and property management - WP1 is a broad work package that covers many areas, but the most important results of this work package relate to the drafting and implementing of the NAPR strategy, HR-strategy and recommendations and support towards findings solutions and ways forward to deal with strategic and practical property registration. The Swedish experts has provided support and knowledge to this process and the end result will increase the national coverage of land registration in Georgia in the coming years contributing towards a stable and reliable land and property market. WP2: NSDI (National Spatial Data Infrastructure) - The objective of this work package was to ensure a stable organization and system developed and implemented at NAPR for NSDI. The project has built capacity within certain individuals and also managed to develop and design a portal that can be used for sharing of data between organizations. However, the major obstacle has been the support and the direction from government officials making NAPR to be the leading agency to drive NSDI in Georgia. Most of the work has been carried out through lower level channels making it hard to get the right attention for NSDI. The strategies are there, and the system is also in place, but what is missing is political direction and funds for creating a sustainable business model. WP3: Geodesy, Mapping and Addressing - The project has contributed to setting a clear direction for the further development and expansion of CORS network and has during the project implementation densified the network with more receivers. CORS network is crucial in acquiring high level accuracy for GPS systems. NAPR now has the capacity to continue the expansion of the network and in the end create a working business model for the CORS-infrastructure. The project has also contributed to setting a new standard for topographic maps, built on open source software in cooperation with Norwegian Statens Kartverk. This database supports EU and international standards and can be used for receiving datasets from different partners. This gives NAPR the possibility to receive different datasets and transforming them to internal standards best suited for long term storage and map production. As a result of this work the database in now loaded with data from an Indian company who is producing line maps on behalf of Statens Kartverk in Norway for parts of Georgia. In relation to map production the project also supported NAPR with the system and tools to develop a new height model based on laser data collected by airplane. WP4: Information quality, Statistics and Mass Valuation - This work package gave to NAPR new tools and processes that would produce high quality gender disaggregated statistics with the right level of quality. The project has contributed to setting a strategy for the Quality Management Team (QMT) that was established in 2017 by advice from the project. This team has the mandate to review processes and information and to propose improvements. These improvements will have a direct effect to the quality of information in databases of NAPR. The team has the capacity to work with long term strategies as well as practical implementation and has become a vital part of the organization of NAPR. It should be noted that by request from NAPR the mass valuation was removed from this WP due to the fact that NAPR did not have a clear mandate to push for mass valuation. WP5: IT-development - The project has contributed to setting a new IT-strategy for NAPR as well as working on the processes for IT-development and IT-management. This work has contributed to improved processes for IT-development as well as a shared view on project and portfolio management and prioritization. With this new capacity NAPR will have the opportunity to improve the speed and quality of system development and work tighter with the business department when developing new systems. A new agile way of system development was also introduced through the project. The project has also funded the training of an IT-security officer that works closely with the business departments to identify threats and propose new security solu-tions to be implemented. It should be noted that during the implementation of the project more resources has been directed to this WP than initially planned for due to the situation with IT-staff leaving to other organizations. WP7: Pilot implementation of the addressing model for rural settlements - The project at early stage supported the pilot with technical and economic assistance to test out and develop an addressing standard that has later been implemented by NAPR. This case shows the success story of how an initiative can grow and become part of the normal business processes within an organization, effecting citizens and related services. WP8: Pilot data processing and e-archiving - The e-archiving component of this project was set out to support NAPR in the scanning and digitalization of records required in the business processes of NAPR and other government agencies. The project supported with financial support for staff and some technical equipment. Scanning and digitalization process was managed and implemented by NAPR.
Overall project goal is defined as: A national property market based on the continuous working, valid and reliable land and property system with equal prerequisites for all women and men anyone anywhere in Georgia. Towards this overall goal achievement there are three objectives to which the project will contribute are defined as: - Strengthen public administration providing reliable and available land and property information and related services. - A well-developed land and property sector providing the basis for an economic development giving a stronger democratic society with reduced poverty and equal rights and conditions for all. - A positive climate impact through supporting the implementation of the EU-directive INSPIRE, which is an important step towards enhanced EU integration.
