Miljöteknik 2006 NIB EBRD

This intervention concerns two different trust funds that were established at the Nordic Investment Bank (NIB) and European Bank for Reconstruction and Development (EBRD) in 2006. A completion memo for the fund with NIB was completed in 2015, which means that this second and final completion memo only deals with the trust fund that was established at EBRD. The purpose of this trust fund was to finance technical cooperation activities in support of environment and energy efficiency projects in North West Russia. It was established in December 2006 and concluded in the end of 2018 Three projects and four separate assignments were financed from this trust fund during the implementation period, which included;* preparation of a feasibility study for a district heating project in Kaliningrad* monitoring of the implementation of the Kaliningrad water and wastewater project* assessment of energy savings in a district heating project in Vologda The annexation of Crimea by the Russian Federation in 2014 led to a situation where EBRD was no longer allowed by its shareholders to inititiate new projects in Russia after mid 2014. This negatively affected the ability to make use of the financing made available in the trust fund. Therefore it was also not possible to finance the number of different assignments from this trust fund that were expected from the beginning. After 2014 no new assignments were financed from the fund, and after several years had passed without a change in the position of EBRD to finance new projects in Russia, it was finally decided by Sida to close this fund and to ask for a repayment of the unspent funds.
