Resultat
In the Final Report, which was submitted to the Embassy on 2 September 2024, the SPA informs about the challenges in gathering information for the report due to staff turnover within the program, especially during the last year of implementation, which was marked by a succession of several managers in the position of Swedish project leader. Most of the information in the report has been collected from from Serbian experts through questionnaires and activity reports. The Final Report is therefore the result of collaborative effort by the MoI and SPA. The Final Report lists the following key results: - The function of ILP coordinators has been created in each organizational unit of the General Police Directorate on national and regional level. 80 coordinators for ILP have been trained in integrated operational analysis, strategic analysis and reporting on strategic and operational plans, risk and threat analysis, and quality management; - Minimum 40 trained coordinators have engaged in regular coordination with Strategic Leading Groups (SLGs) and Operational Leading Groups (OLGs) as per their defined job descriptions and tasks. SLG meetings are held every 6 months and meetings of all OLGs are held every 15 days. In SLG meetings, the general situation of public safety and security is presented and analysed, and plans and suggestions for the work in the upcoming period are discussed, as the basis for strategic decisions; - The ILP coordinators produce regular reports on the evaluation of ILP establishment, with recommendations; - Regular reports on the implementation of the strategic and operational plans of the police are issued; - Meetings of SLGs include gender equality as an agenda item, as well as the monitoring and evaluation of the implementation of UNSCR NAP 1325 (National Action Plan for the implementation of the UN Security Council Resolution on Women, Peace and Security); - More than 20 police officers have been trained in strategic analysis, OIAT (operational intelligence analysis training), risk analysis and Analyst Notebook. Officers and analysts have put the knowledge to use through the design of strategic and operational products. As a result of these trainings, a strategic assessment of public safety for the period 2022-2025 has been created, as well as operational assessments in all 27 Regional Police Directorates including the profiles of current security problems; - The Mandatory Instruction on operational police work has been amended. The Mandatory Instruction on operational police work is a document regulating operational police work, explicitly stating that all police work is to be conducted in accordance with the ILP process and that all procedures for the conduct of criminal police are arranged in accordance with the ILP; - Standardized Operational Procedures (SOPs) for the use of the Platform for ILP have been adopted by the MoI, enabling the functional use of the platform, based on the ILP Handbook; - Gender analysis has been integrated into the training program for OIAT, risk analysis and strategic analysis; - At least 100 police officers have been trained in analytical skills/practices/methods (OIAT, I2 etc.); - At least 40 police officers dealing with analytics have been trained in gender analysis; - The training program for strategic analysis for coordinators from the General Police Directorate has been adopted by the MoI and included in the Program for Professional Development and Specialized Training Program; - 12 coordinators from the General Police Directorate have been trained in strategic analysis; - The procedural framework for the use of the safe platform for exchange of data and information (NCIS) has been partly developed. Data clusters, the SOP for data exchange and procedures for the use of data have been defined. However, this process is pending the adopting of the law on exchange of data within the NCIS, which has been drafted and is to be adopted in the beginning of 2025. These activities are closely coordinated with the EU-funded Facility 24; - The MoI has improved its capacities related to the implementation of the National Action Plan (NAP) on UNSCR 1325. The MoI Analytic Group is developing annual plans, monitoring and reporting on the implementation of the NAP 1325. These 6-monthly reports are adopted by the government; the MoI is exchanging information and coordinating with the Ministry of Justice, Security Information Agency, Ministry of Defence and Ministry of Finance - Customs Administration regarding the implementation of NAP 1325; the agenda for SLG meetings includes the monitoring and evaluation of the NAP 1325 implementation; - 12 employees from the IPA Unit have been trained in programming, implementation and monitoring by the European Institute of Public Administration (EIPA) and/or College of Europe. Workshops were held on project preparation, programming, Project Cycle Management, LFA/LFM (Logical Framework Approach) and PRAG (EU Procurement Procedures and Practical Guide), ToR drafting, and other procedures related to the implementation of IPA projects; - Increased level of harmonization of forensic/crime scene investigation with relevant international standards has been achieved: over 20 SOPs for different types of evidence have been developed and adopted. All SOPs have been distributed to local CSI units and put into force in accordance with legal regulations; - All Serbian hospitals use the SOPs and the Sexual and Gender Based Violence (SGBV) set that has been designed under the project and in accordance with the instruction issued by the Prosecution Office; - Posters and leaflets on SGBV and sex crimes - how to report and what the Law prescribes, have been distributed to police stations, courts, NGOs, hospitals; - 25 female forensic officers have been trained and assigned to work with the victims of GBV and domestic violence in Regional Police Directorates (one per Directorate); - 45 prosecutors and 45 police investigators have been trained in SCAN methodology (analysing statements made by victims and perpetrators); - 2 SOPs for rape cases (unknown suspect or known perpetrator), 1 SOP for domestic violence cases, and 2 SOPs for SGBV cases with adolescents/children have been developed; - 390 police officers from the local and central level have been acquainted with the measures prescribed in the "Guidelines for Implementation of Measures to Achieve Gender Equality in the MoI through the Human Resources Management System" through workshops; - Training program for managers on gender equality has been adopted by the MoI; 56 police managers have been trained; Train-the trainer program has been adopted by the MoI; 43 trainers have been trained; - Program for the training of mediators in discrimination cases and manuals for procedures have been developed and adopted by the MoI; 100 mediators have been trained; 50 senior managers and 100 staff have been trained in anti-discrimination; 50 trainers have been trained in anti-discrimination; - The Network of Women Police Officers has organized 5 promotional events; 42 members have been trained as mentors; the Network has adopted the Communication Plan; they have been assigned adequate premises; - The senior managers who have completed the Gender Coaching Program are implementing the individual plans for integration of gender equality in their organizational units and reporting on them.
The overall objective of the program is to contribute to the MoI vision: the enhanced work of the MoI as a modern, democratic, accountable and efficient police service that guarantees safety and functions as a service for citizens. There are five specific objectives related to the four thematic components. They are as follows: Project component: Intelligence-Led Policing (ILP) and Criminal Intelligence System (CSI) Specific objective 1: the application of ILP as the policing model in the entire police organization in Serbia is enhanced and its sustainability ensured. Specific objective 2: Improved conditions for safe exchange and protection of data among government authorities in the fight against organized crime and other forms of serious crime. Project component: Strategy Specific objective: The capacities of the MoI Sector for International Cooperation, EU Integration and Planning are enhanced for the purpose of ensuring more efficient planning and implementation of policies in line with the domestic legal framework, international responsibilities and the EU accession negotiation process. Project component: Forensics in crime investigation Specific objective: Crime investigations related to Gender-Based Violence (GBV) and domestic violence have improved, including the quality of forensic and crime scene investigations. Project component: Gender equality Specific objective: Enhanced conditions for equal opportunities in the police service, including the representation of women in senior management positions.
