Resultat
The main reconstruction contract for the renovation of the Brest waste water treatment plant was completed in November 2019. However, the Trial and Operation Period to confirm the fulfilment of the HELCOM process guarantee values could not be started due to the following reasons: 1. Influent load to the treatment plant exceeds the design parameters; 2. Screens at the inlet of waste water are not operating satisfactorily; 3. The Brest Vodokanal sister company, the 100% Brest City-owned Brest Solid Waste Treatment Plant (BSWTP) does not have sufficient capacity to treat the sludge removed from the wastewater treatment plant. This means that the waste water treatment plant cannot currently operate in accordance with HELCOM requirements when it comes to reduction of i.a. nitrogen and phosphorous. The main contractor, the suppliers of equipment and Brest Vodokanal have tried to resolve the above problems since 2019, but given that it is a rather complex situation they have not been able to resolve these problems yet. Following investment activities are now ongoing/planned to resolve these problems; 1. Construction of a Reject Water Treatment Plant at the BSWTP that will reduce the inflow of nutrients from BSWTP to the Brest waste water treatment plant. This investment is ongoing but has been delayed and according to the latest information it should be completed by end 2023. 2. Additional investments at the BSWTP to increase the capacity to receive sludge from the Brest waste water treatment plant was completed during 2021. This project has been severely affected by the latest political developments in Belarus and Russia. First came the contested presidential election in Belarus in August 2020, which was followed by harsh oppression of civilians voicing their discontempt with the election results. This ultimately led to Sida terminating all projects in Belarus involving the Belarusian state in July 2021. This also included the grant agreement with NIB regarding the project in Brest. Due to the legal construction of this agreement, contracts that had been entered into by third parties could continue to receive disbursements of Sida funds until end 2022. On 24 February 2022 Russia launched a military invasion of Ukraine, a campaign that was partly launched from Belarusian territory. This led to a formal suspension of NIB lending to Belarus on 14 Marc These sad developments meant that Sida and NIB have severed most contacts with Belarus and Brest regarding the implementation of this project, which means that the Belarusian partners will have to complete the project with their own resources. To facilitate this the PIU-consultant prepared a Roadmap to Actions after the suspension of the international finance.
To have improved the status of the recipient water course of the River Bug and the Baltic Sea by enhancing the wastewater treatment in the City of Brest to fulfil the HELCOM recommendations for municipal wastewater treatment.
